Gary Winkler
Member of the Board of Directors. Former Program Executive Officer of U.S. Army PEO EIS commanding $4 billion/year budget. U.S. Army’s first Chief Knowledge Officer.

Gary started his career with Defense Contractors working new weapons system programs, intelligence systems, and Information Technology (IT) advancements. After becoming an Army civilian as a Computer Engineer, Mr. Winkler was selected multiple times to lead major programs that were either just being started or in need of fixing. He was promoted into the Senior Executive Service in 2003 and reported to the Army’s CIO/G-6 as the Army’s first Chief Knowledge Officer and Principal Deputy for Governance and Acquisition, where he established Army IT Policy, Processes and Personnel Development Programs for five years. In his last Government assignment, Mr. Winkler commanded a $4 billion/year organization of 2,500 professional to deliver new, large-scale systems supporting finance, logistics, personnel, communications infrastructure, biometrics, medical and warfighting functions.

As a Senior Executive for the Department of the Army, Mr. Winkler worked across all Military Departments, DoD Agencies, the OSD staff, and the Congressional Staff. He was twice awarded the Presidential Rank Award, twice awarded the Secretary of the Army's Decoration for Exceptional Civilian Service, twice selected as a Federal Computer Week’s "FED100", selected as Government Computer News' Defense Executive of the Year, selected for the Association for Federal Information Resource Management Executive Leadership Award, selected for the e-Gov Institute’s Knowledge Management Award, and was awarded the Army’s Superior Unit Award and Commander’s Award.



Bob Flores
Advisor, Former CTO of CIA

Bob Flores was the former CTO of the Central Intelligence Agency (CIA), and the Founder and President of Applicology Incorporated, an independent consulting firm specializing in informatics and cyber security issues.

Flores spent 31 years at the Central Intelligence Agency (CIA) where he held various positions in the Directorate of Intelligence, Directorate of Support, and National Clandestine Service. As the former Chief Technology Officer of CIA, Bob was responsible for ensuring that the Agency's technology investments matched the needs of its mission. During the time at CTO, Flores was also the Agency's representative on several government-wide information sharing committees and councils.

In addition to his senior-level leadership and management positions, his career included assignments in applications programming, training and education, contract and project management, and both line and staff management roles at various levels of the Agency. He holds BS and MS degrees in Statistics from Virginia Tech. Flores is an independent Director for Appistry and sits on several advisory boards.
